Information and Services

The Village Hall is open Monday through Thursday from 8:00 a.m. to 4:30 p.m. and Friday from 7:00 a.m. to 3:30 p.m. you may contact us at 309-799-3604 or fax us at 309-799-3651. Water Billing:

The Village of Coal Valley has welcomed many new residents in the last couple of years and there have been several questions about how the Water Billing works. This is a summary of the Water and Sewer Ordinance.

    Payment & Billing:

  • The water meters are read on or around the 15th of each month.
  • All bills for service shall be rendered monthly as of the first day of the month succeeding the period for which the service is billed and shall be payable no later than the close of business on the 10th day of the same month. If payment is made after the 10th, then a penalty of 10% of the amount of the bill shall be added on.
  • You are able to pay your bill three ways:

    1. Mail the bill to the Village Hall;
    2. Drop off the bill at the Village Hall (there is a drop slot for 24 hour service);
    3. Automatic withdrawal from your checking/savings account on the 10th of the Month
      To enroll in our program, please fill out and return an Authorization Agreement for Automatic Debits (ACH) form along with a voided check. If we are in the middle of a billing cycle, please be sure to enclose a payment for your current invoice along with your Authorization Agreement.  With automatic withdrawal you save time and money: no need to remember to pay your bill, no more stamps, and no more late fees!   • If you plan on being away for a period of time you may wish to discontinue service. "Any user desiring to temporarily discontinue service for a period of absence from the premises shall make application thereof to the Village. Each time there is a discontinuance of service requested by a user, there shall be a charge of $20.00 to shut-off the service and $20.00 to turn-on service", residents will still be billed the service fee. E-Billing:

The Village of Coal Valley is offering E-Billing for Water & Sewer Bills. Go Green—Save paper and help the environment! It's quick, easy, and saves on postage! If Village residents wish to sign up for E-bill please send an email with your name, address, phone number to:

Newsletter:

The Village of Coal Valley will no longer be mailing out the newsletter. You will be able to receive the newsletter via our website or via email. We will also keep at the Village Hall for those residents that do not have computers copies of the newsletter if you wish to pick them up. If you would like to be placed on our email list to receive the newsletter, please email pmullen@coalvalleyil.org

Building Permits:

Building permits are required for any construction or improvements and may be obtained at the Village Hall. When you obtain the permit please have your bid cost with you. Please call Rock Island County at 309-558-3771 for all inspections.

Park Reservations:

The Village of Coal Valley has two pavilions and one ball diamond available by reservation only. For Coal Valley residents, pavilion rental is a $50 dollar-refundable deposit. For non-residents, the pavilion rental is a $10 an hour charge. If you would like to reserve one of the pavilions or ball diamond, call 309-799-3604 or check our calendar for availability.

Notary Service:

The Village of Coal Valley has a notary on staff, if you need to have something notarized, please come to the Village Hall during regular business hours.

Garbage Service:

Summary of the fixed monthly charges for each year of the 10 year contract with Republic Services for trash/recycling collection, yard waste carts, and yard waste stickers. Year 1 starts January 1, 2022, and ends January 1, 2031.

Acceptable/Unacceptable Recycling

Garbage, Recycle & Refuse Relief Policy
If you are absent from your residence for a period of 2 months or more you may qualify for Refuse Relief. The Village of Coal Valley requires that residents complete an application request which may be obtained from the link below. Please print, complete & return this application to the Village Hall. Verbal requests will no longer be accepted.

Residents receive one bulk item per month, such as a sink, chair, couch, bookcase, etc. which is scheduled here at the Village Hall. If you have a lot of stuff to dispose of you can schedule a special pickup with Republic directly. Please contact Christine Harris 1-563-823-1323 to schedule your pickup.

Yard Waste Tags:

Yard waste tags can be purchased at Black Hawk Bank 200 1st St. Coal Valley for $1.75 each. Republic Services is offering Curbside Compostable Yard Waste Collection for single-family and multi-family residences for Village of Coal Valley residents. Yard waste will be picked up on Wednesdays and must be out for pickup no later than 6:00am.

Compostable Materials:

  • *Grass clippings, tree parts, leaves, plant trimmings, shrubs.
  • Container: 30 gallon Kraft paper bags, available at grocery, hardware and gardening stores. If you have twigs and branches they should be securely tied in bundles not more than four feet long.

Collection Specifications:

  • Each unit for collection must not exceed 40 lbs. Place yard waste tag facing the street. Collections will be on Wednesdays. Only specially constructed 30 gallon Kraft paper bags, not grocery bag size/type. Bundled cutting 4-foot maximum length and 2 foot maximum diameter.

  • Materials not acceptable:
    Trash/rubbish/garbage, branches over 4 foot in length or 2 inches in diameter, fruits, vegetables and food scraps. Sod, dirt, manure, bamboo, compostables in plastic bags, concrete, rocks, poison oak or ivy.
